Separate visa, sacred-area access, permit and season
A visa governs entry to Saudi Arabia under its own terms. Sacred-area eligibility is a separate condition. The Umrah permit is a separate authorization for the rite. Seasonal controls can add date-bound restrictions around Hajj operations. Put these in four rows with the official source and the date checked.
This prevents a weak document from answering a stronger question. The Ministry's 2026 Umrah and Visit Guide says Muslim visitors require authorization to perform Umrah and that an official permit must be obtained before going to Masjid al-Haram. The guide identifies the Nusuk application as the exclusive permit channel.

Verify the Umrah permit in Nusuk
The Saudi National Platform describes an electronic Umrah permit service for citizens, residents and visitors. Its 2026 service record directs a user to View Permits, choose Issue a Permit, select Issue Umrah Permit, then choose an available date and time. The official guide also states that the permit is obtained through the Nusuk application.
Open the official service, read the prerequisites for the traveller's category and complete the current workflow. Check the name, date, time and status in the live account. Availability and eligibility cannot be inferred from an article, and a third-party booking does not prove that an official permit exists.

- Reopen the live permit before moving toward Masjid al-Haram.

Read the visa terms for the actual traveller
The official eVisa terms define the service, eligible passport list and conditions attached to that visa route. They state that an approved eVisa does not guarantee admission at the border and that entry remains subject to the immigration officer. They also identify tourist or Umrah use and require the passport used for the application at entry.
The same page contains a Makkah restriction with dates from the 1446 AH Hajj season in 2025. Those dates are historical on 2026-09-14. They must not be reused for 2026 or a later season. Check the current notice for the relevant visa category instead of treating an expired clause as a forecast.

Follow current official boundary wording
Official Saudi pages describe access conditions in their own terms. The eVisa terms state that non-Muslims are not permitted to enter the Holy Mosque and its premises in Makkah. Other Ministry material describes the Haram zone. A travel publisher should not redraw those boundaries or turn a map pin into permission.
If a traveller's eligibility or route remains unclear, ask the responsible Saudi authority before departure and follow current road signs, checkpoints and official instructions. A rail ticket, accommodation address, museum page or digital map is evidence of a place or booking, not a grant of access.

Check each traveller's record separately
The National Platform lists visitors, residents and citizens among the permit service audiences, but that does not guarantee identical prerequisites or availability. A group organizer should verify every person in the current service and avoid assuming one successful account settles the whole party.
Record only what the journey needs: the official application reference, current permit status, transport booking and accommodation contact. If a name, passport detail or date is wrong, correct it through the responsible service before travel. An article cannot decide whether the authority will accept a mismatched record.

Run an official check twice
Check before making commitments that depend on access, then repeat shortly before departure. The first check establishes the correct visa and permit process. The second catches changed prerequisites, seasonal controls and account status. Record the source and date so the group knows what was verified.
If two official pages appear to conflict, do not settle the issue with a hotel blog, social post or forwarded message. Use the authority named by the service and keep the route flexible until the discrepancy is resolved. The Ministry promoted its 2026 chronological Umrah and Visit Guide specifically as the official journey reference from preparation through departure.
